EDMONTON, AB, Dec. 2, 2012/ Troy Media/ ? Last week,?I identified what aspects of provincial government finances are within the control of the provincial Cabinet and Treasury Board and what are not. This column examines how the levers of provincial finance might be used to address continuing deficits.

Revenue

The government has the ability to change the rate and basis of taxation on persons and businesses. Alberta?s low tax regime, reported on in provincial budgets, is enviable. If Alberta taxed at the levels of the next lowest taxed province ? British Columbia ? it would enjoy an extra $12 billion in revenue, due chiefly to the absence of a sales tax. This fiscal policy choice has both positive and negative consequences. For each one per cent of a sales tax, Alberta is foregoing over $700 million in revenue. However having no sales tax supports the highest retail sales per capita in the country. Still, it?s hard to justify the government?s position of no sales tax as a fundamental right of Albertans when legitimate spending pressures surface. Such a tax is normally viewed as penalizing low income families but these objections can be addressed with tax credits.

Albertans also enjoy one of the lowest personal income tax rates, especially for high income earners. A one per cent rise in the personal income flat tax would generate an additional $870 million per year.

Other sources of revenue could include higher ?sin taxes? including liquor, gaming and tobacco. These currently generate about $3 billion. Increases could be justified by future reduction of health expenditures as price-sensitive drinkers, gamblers and smokers kick the habit or scale back. Another potential source of additional revenue is the re-introduction of health care premiums abolished by the Stelmach government. An exemption for low income families would address objections that such a tax is regressive.

Two other possible revenue sources would be carbon taxes on emitters and on motorists. Higher taxes would discourage consumption and discourage investment. The current levy of $15 per tonne on large carbon emitters, which is being used to advance research commercialization on climate change technologies, might be used to fund programs to reduce carbon emissions. Research presented at a conference this past May showed that the burden of a significant carbon tax would not be too large even on oil sands operations. Such a bold move would demonstrate Alberta?s leadership in Canada.

To conclude on the revenue side: Albertans should demand that their government clearly articulate the rationale for its choices for its revenue structure in relation to choices about spending and resource savings.

Expenditure

With the exemption of debt servicing charges, inflation-adjusted per capita spending by the Alberta government is near the top when compared to other provinces. Some argue that, in Alberta, spending as a percentage of GDP or personal income is lower than other provinces therefore government is arguably under-spending in many areas. For some, this high spender status is justified based on higher revenues that the province receives because of resource rents and high tax yields based on high income levels for persons and corporations.

High spending levels are particularly pronounced in capital spending on roads, hospitals, schools and other infrastructure. Indeed, provincial budget documents since 2005 have highlighted that Alberta per capita capital spending is about 1.5 times or more than that of other provinces. This area requires tighter controls on priority setting.

A recent book by former Alberta Liberal leader Kevin Taft shows that spending on health care and K-12 education in 2009 is higher than the average of other Canadian provinces. Other higher spending areas include transportation and communications, post-secondary education and housing. On the other hand, spending on social services was lower by nearly $500 per person.

The government, in order to determine the effectiveness of its spending, is undertaking program reviews called ?results-based budgeting.? This action is commendable, but the public should be expecting that their government will make the difficult choices to ensure the most effective use of every dollar expended. The public should also gird itself to some programs being eliminated or scaled back.

The Alberta government has many policy tools to address the deficit.

But is the deficit a spending problem or a revenue problem? Most persons would see the solution as a little of both. It is our politicians who make the decisions on public spending and taxation levels. These decisions are difficult ones but they need to be addressed now.

Most importantly, a sustainable budget system must be built on the recognition that resource revenues are volatile. In both the short and long term, revenue depends on prices, industry costs and production levels that are largely beyond the province?s control. A sustainable budget system must therefore include (1) savings to address volatility of revenues from year to year and (2) long-term ?savings plan? insulated from short-term political raids so that our children and grandchildren are left financial assets to offset the inevitable decline of our energy resources.

Long-term research reveals how climate change is playing out in real ecosystems

ScienceDaily (Dec. 1, 2012) ? Around the world, the effects of global climate change are increasingly evident and difficult to ignore. However, evaluations of the local effects of climate change are often confounded by natural and human induced factors that overshadow the effects of changes in climate on ecosystems. In the December issue of the journal BioScience, a group of scientists writing on long-term studies of watershed and natural elevation gradients at the Hubbard Brook Experimental Forest in New Hampshire and in the surrounding region report a number of surprising results that may shed more light on the complex nature of climate change.

According to Peter Groffman, one of the lead authors and a principal investigator at the Hubbard Brook Long Term Ecological Research (LTER) program, these studies highlight the value of long-term integrated research to assessments of the subtle effects of changing climate on complex ecosystems.

"This analysis shows the power and value of long-term ecological research," says Groffman. "The ability to use long-term data streams as a platform for asking detailed questions about complex changes in the environment is the only way that society will be able to grapple with how climate change is playing out at the local scales that most directly affect people."

While the scale and pervasive nature of climate change can motivate scientists to try approaches that depict atmospheric and ecosystem processes at regional and global scales, these approaches may not give a complete and accurate assessment of the effects of climate change on ecosystem structure, function, and services at local scales.

Because climate change plays out on a complex and dynamic landscape with intertwined patterns of soils, vegetation, and hydrologic flowpaths and interacts with many human and natural factors over many areas and time periods, the report says the various effects of climate change cannot be predicted purely from the broad effects of temperature and precipitation on ecosystem properties.

The authors argue that long-term integrated studies, such as those conducted over the past 50 years at Hubbard Brook, should be an essential component of climate change research and assessment. In their estimation, a combination of long-term and in depth measurements is essential for understanding the interplay between climate and forest ecosystem dynamics.

At Hubbard Brook, that interplay has produced surprising effects on hydrologic variables such as evapotranspiration, streamflow, and soil moisture; the importance of changes in periodic biological occurrences on water, carbon, and nitrogen fluxes during critical transition periods; climate change effects on plant and animal community composition and ecosystem services in winter; and the effects of human induced disturbances and land-use history on the composition of plant communities.

The report recommends further research on how climate change affects multiple components of ecosystem structure and function at specific sites to investigate what determines the composition of plant and animal communities, the rate of flow of water, and other natural and human elements that impact ecosystems in many areas of the globe.

Groffman says the results from these detailed studies should be incorporated into broader approaches that include modeling, experiments and long-term monitoring at multiple scales. The report suggests that coordination of long-term research efforts and development of common approaches will improve the scientific understanding and response to the overarching challenge that climate change presents to science and society.

Released last week,?Broadband for all ? an alternative vision, proposed a different broadband strategy to the Government.?Current Government plans are to install 25Mbps high speed broadband across 90% of the UK and a minimum of 2Mbps broadband for everyone by 2015 at a cost of of??2.4 billion. In addition to this the?2012 Budget?revealed ?100 million for ten cities to receive super-connected status (80Mbps) in the same time frame.

But the Lords Communications Committee report argued that speed should not be the biggest broadband focus. Focus should be on viewing the internet as national infrastructure, like roads and railways, and aiming to close the digital divide.?The report said current Government strategy creates a ?very real risk that some people and businesses are being left behind, that inadequate access to the internet and all its benefits is actually afflicting their daily lives?.

This view is supported by the Chairman of the Federation of Small Businesses who was?quoted as saying:

?With the technology we have they should be able to trade overseas, throughout the UK and from town to village. We know that small businesses in rural and urban areas are looking to the internet to grow and innovate. So it is paramount the government rolls our superfast broadband to rural areas?.

Creating a long term strategy covering ?inhabitants of inner cities to the remotest areas of the UK? will deliver many benefits. These include improved educational performance and better employment opportunities as well as the ability to start a business from anywhere in Britain.

To achieve this, the report?s core recommendation is to have ?fibre-optic hubs? within reach of every community. The committee defines a fibre-optic hub as,

?A box?situated in the vicinity of a community. Its job is to act as a waystation between that community and the broadband infrastructure that spreads out across the rest of the country.?

The report said fibre-optic hubs would ?future proof? the network, allowing communities to increase the speed of the network when required. Adding hubs would increase the resilience of the overall infrastructure as currently data sent between, for example, two locations in Edinburgh travels via Manchester or London. Hubs would allow this data to travel a more rational route.

Most importantly, the report argues fibre-optic hubs allow users in remote regions to tap in to the broadband network through physically connecting their business or house directly to the hub. This would go some way in reducing the digital divide.

The report considers the high financial burden of providing quality broadband, but it recommends that Government undertakes a detailed costing of their project as they believe it would be more cost effective than current Government plans.

We need to ensure that the UK has?good?enough Internet infrastructure not only to compete with Europe, but with the world. The Lords Select Committee rightly raises some important points that need to factor in to Government?s plans. More broadly issues such as the?availability?of free Wi-Fi, and arguments around web blocking and an open internet also contribute to individuals and businesses access to the Internet. Government and DCMS needs to take a holistic view on all the issues?surrounding?Internet access they are discussing with ISPs and decide where the priorities lie.

It does this by grabbing the edge with grappling hook-like claws on its back legs and swinging like a pendulum 180 degrees to land firmly underneath, upside down.

Always eager to mimic animal behaviors in robots, the researchers teamed up with UC Berkeley robotics experts to recreate the behavior in a six-legged robot by adding Velcro strips.

The UC Berkeley team published the results of the study on June 6, in the online, open-access journal PLoS ONE.

Graduate student Jean-Michel Mongeau of UC Berkeley's biophysics group said he and his colleagues first noticed the roaches' newly-identified behavior while studying how they use their antennae to sense and cross gaps.

"As we made the gap wider, they would end up on the underside of the ramp," Mongeau said. "To the naked eye, it wasn't clear what was happening, but when we filmed them with a high-speed camera and slowed it down, we were amazed to see that it was the cockroach's hind legs grabbing the surface that allowed it to swing around under the ledge."

"Cockroaches continue to surprise us," said Robert Full, a professor of integrative biology who 15 years ago discovered that when cockroaches run rapidly, they rear up on their two hind legs like bipedal humans. "They have fast relay systems that allow them to dart away quickly in response to light or motion at speeds up to 50 body lengths per second, which is equivalent to a couple hundred miles per hour, if you scale up to the size of humans. This makes them incredibly good at escaping predators."

Surprisingly, the researchers discovered a similar behavior in lizards, animals that have hook-like toenails, and also documented geckos using this escape technique in the jungle at the Wildlife Reserves near Singapore.

"This behavior is probably pretty widespread, because it is an effective way to quickly move out of sight for small animals," Full said.

Full's group then teamed up with the robotics group led by Ron Fearing, UC Berkeley professor of electrical engineering and computer science. In Fearing' s lab, graduate student researchers Paul Birkmeyer and Aaron Hoover attached Velcro to the rear legs of a small, cockroach-inspired, six-legged robot called DASH (Dynamic Autonomous Sprawled Hexapod). It was able to reproduce the same behavior as seen in roaches and geckos.

"This work is a great example of the amazing maneuverability of animals, and how understanding the physical principles used by nature can inspire design of agile robots," Fearing said.

Mongeau and Brian McRae, an undergraduate bioengineering major, analyzed the mechanics of the ninja-like maneuver and discovered that the cockroach, an American cockroach (Periplaneta americana), wasn't merely falling over the ledge. It actually ran at full speed toward the ledge, dove off, then grabbed the edge with its claws -- sometimes using only one leg -- and swung like a pendulum under the ledge, retaining 75 percent of its running energy.

This pendulum swing subjects the animal to 3-5 times the force of gravity (3-5 gs), similar to what humans feel at the bottom of a bungee jump, Mongeau said.

Full looked at trapeze artists as well as other animals to find a comparable behavior, and found only one well-studied similarity: the tree-swinging behavior of gibbons.

These studies of cockroach and lizard behavior are a hallmark of Full's biomechanics teaching laboratory, where undergraduate and graduate students put animals through their paces to determine how they walk, run, leap and maneuver. Recently, Full and his students discovered that geckos use their tails to remain upright in midair, stabilize their body during leaping and even steer during gliding. Now, they are focusing on other body parts -- abdomens and appendages such as antennae and legs.

"All this must be put together into a complete package to understand what goes into these animals' extraordinary maneuverability," Full said.

Aside from helping scientists understand animal locomotion, these findings will go into making better robots.

"Today, some robots are good at running, some at climbing, but very few are good at both or transitioning from one behavior to the other," he said. "That's really the challenge now in robotics, to produce robots that can transition on complex surfaces and get into dangerous areas that first responders can't get into."

In addition to Full, Mongeau, McRae, Birkmeyer, Hoover and Fearing, the UC Berkeley coauthors include graduate student Ardian Jusufi from the Department of Integrative Biology. Hoover is now a professor at Olin College.

The work was funded by the National Science Foundation, including the NSF's Integrative Graduate Education and Research Traineeship (IGERT) program, a Swiss NSF Grant for Prospective Researchers, and the Micro Autonomous Systems Technologies (MAST) consortium, a large group of researchers funded in part by the U.S. Army Research Laboratory that is focused on creating autonomous sensing robots.

D.A. delayed action on substitute teacher who fled to Mexico

The Los Angeles County district attorney's office chose not to seek the extradition of a substitute teacher wanted for sex crimes, even after prosecutors learned of his whereabouts in Mexico, court records show.

The records contradict statements made this week by a deputy district attorney, who said the teacher would be extradited as soon as authorities could locate him.

The teacher, George Hernandez, was arrested by Huntington Park police in September 2010 for allegedly exposing himself to a girl outside a middle school. Detectives who searched his Inglewood apartment discovered a videotape they say shows Hernandez molesting a second-grader in a classroom. He was released on bail and fled the country.

An investigator working for a bail bonds company found Hernandez early last year, and Jalisco, Mexico, state police briefly detained him on Jan. 19, 2011. In a letter faxed nine days later, the company informed the district attorney that it was continuing to track Hernandez and could help apprehend him.

But on March 15, Deputy Dist. Atty. Ann Huntsman responded saying prosecutors did not want to bring him back to Los Angeles.

"We have evaluated the case and have determined that we will not seek the defendant's international extradition from Mexico on this case at this time," Huntsman wrote. "The case will remain open and the defendant is still subject to prosecution in this case."

The revelation comes in a case that has focused attention on how schools can fail to weed out dangerous teachers. Before his arrest, Hernandez had been investigated three times at three L.A. Unified School District elementary schools for alleged sexual misconduct. He was never charged and apparently never reported to the state commission on teacher credentialing.

Sandi Gibbons, a spokeswoman for the district attorney, said the decision came after consultation with U.S. Justice Department officials, who said success was far from guaranteed.

Prosecutors also considered the fact that Hernandez, now 45, had no criminal record and that the charges they had filed against him ? possession of child pornography and indecent exposure ? fell short of child molestation, Gibbons said.

Huntington Park police, who investigated the case, said they showed prosecutors several videos they found in Hernandez's apartment. Some had been downloaded from the Internet. Others appeared to be homemade, including a 14-minute video in which Hernandez appears alone with a girl detectives said they eventually identified as a 7-year-old student.

Detectives determined that the video was made in 2008 in a classroom at Beulah Payne Elementary, in the Inglewood Unified School District, while Hernandez was filling in for a teacher on leave. According to their investigative report, he repeatedly reached under the girl's clothes and placed her across his lap, as she tried to resist.

Gibbons said prosecutors determined the strongest charge the evidence could support was felony possession of child pornography. The charge was based only on a video taken from the Internet, she said. Prosecutors were never shown the evidence related to the video of the child in the classroom, Gibbons said.

"We presented what we had and they didn't feel that was enough for more serious charges," Huntington Park Lt. Anthony Porter said Friday.

Inglewood schools hired Hernandez in 2007 after he had left L.A. Unified under a cloud of suspicion. His 2010 arrest ? and his flight soon after ? received little public attention at the time. But if Hernandez remained a fugitive, Aladdin Bail Bonds stood to lose his $30,000 bail.

The company hired a Mexican investigator, Antonio Oswaldo Ramirez Perez; and in January 2011, he went to San Miguel el Alto, where Hernandez had spent his early childhood before moving to the United States. It wasn't hard to find him.

"It's a very small town," Ramirez said by phone this week. "He was well known."

Hernandez drove a red Ford pickup with Jalisco license plates. He was living in the center of town in a small house that Ramirez thought belonged to Hernandez's relatives and he didn't have a job.

With help from the Jalisco state police, Ramirez photographed Hernandez holding a Mexican newspaper, collected his fingerprints and copied down his driver's license number.

The information was included in the bail company's Jan. 28, 2011, letter to the L.A. County district attorney. "Aladdin's investigators remain aware of the defendant's whereabouts and can assist in the apprehension of the defendant if Los Angeles County law enforcement authorities wish to commence extradition efforts of the defendant in this case," it said.

It was filed in court, along with the response from the district attorney.

Under California law, a bail company can keep its money if it locates a fugitive abroad and provides the information to prosecutors. On April 5, a judge ruled that Aladdin was off the hook.

After The Times published an article about Hernandez's case this week, L.A. County Deputy Dist. Atty. Diana Martinez said he would be extradited as soon as his exact location could be determined.

There has been no such effort "because that requires we know where he is," she said in an interview Wednesday.

Gibbons said Martinez was not aware Hernandez had been located or of the discussions about his possible extradition. The case remains open, she added.

Meanwhile, Hernandez's family has been begging him to return, according to a relative, who said, "All of his actions have shown what a coward he is, and I doubt he will come back."
