The Los Angeles County district attorney's office chose not to seek the extradition of a substitute teacher wanted for sex crimes, even after prosecutors learned of his whereabouts in Mexico, court records show.

The records contradict statements made this week by a deputy district attorney, who said the teacher would be extradited as soon as authorities could locate him.

The teacher, George Hernandez, was arrested by Huntington Park police in September 2010 for allegedly exposing himself to a girl outside a middle school. Detectives who searched his Inglewood apartment discovered a videotape they say shows Hernandez molesting a second-grader in a classroom. He was released on bail and fled the country.

An investigator working for a bail bonds company found Hernandez early last year, and Jalisco, Mexico, state police briefly detained him on Jan. 19, 2011. In a letter faxed nine days later, the company informed the district attorney that it was continuing to track Hernandez and could help apprehend him.

But on March 15, Deputy Dist. Atty. Ann Huntsman responded saying prosecutors did not want to bring him back to Los Angeles.

"We have evaluated the case and have determined that we will not seek the defendant's international extradition from Mexico on this case at this time," Huntsman wrote. "The case will remain open and the defendant is still subject to prosecution in this case."

The revelation comes in a case that has focused attention on how schools can fail to weed out dangerous teachers. Before his arrest, Hernandez had been investigated three times at three L.A. Unified School District elementary schools for alleged sexual misconduct. He was never charged and apparently never reported to the state commission on teacher credentialing.

Sandi Gibbons, a spokeswoman for the district attorney, said the decision came after consultation with U.S. Justice Department officials, who said success was far from guaranteed.

Prosecutors also considered the fact that Hernandez, now 45, had no criminal record and that the charges they had filed against him ? possession of child pornography and indecent exposure ? fell short of child molestation, Gibbons said.

Huntington Park police, who investigated the case, said they showed prosecutors several videos they found in Hernandez's apartment. Some had been downloaded from the Internet. Others appeared to be homemade, including a 14-minute video in which Hernandez appears alone with a girl detectives said they eventually identified as a 7-year-old student.

Detectives determined that the video was made in 2008 in a classroom at Beulah Payne Elementary, in the Inglewood Unified School District, while Hernandez was filling in for a teacher on leave. According to their investigative report, he repeatedly reached under the girl's clothes and placed her across his lap, as she tried to resist.

Gibbons said prosecutors determined the strongest charge the evidence could support was felony possession of child pornography. The charge was based only on a video taken from the Internet, she said. Prosecutors were never shown the evidence related to the video of the child in the classroom, Gibbons said.

"We presented what we had and they didn't feel that was enough for more serious charges," Huntington Park Lt. Anthony Porter said Friday.

Inglewood schools hired Hernandez in 2007 after he had left L.A. Unified under a cloud of suspicion. His 2010 arrest ? and his flight soon after ? received little public attention at the time. But if Hernandez remained a fugitive, Aladdin Bail Bonds stood to lose his $30,000 bail.

The company hired a Mexican investigator, Antonio Oswaldo Ramirez Perez; and in January 2011, he went to San Miguel el Alto, where Hernandez had spent his early childhood before moving to the United States. It wasn't hard to find him.

"It's a very small town," Ramirez said by phone this week. "He was well known."

Hernandez drove a red Ford pickup with Jalisco license plates. He was living in the center of town in a small house that Ramirez thought belonged to Hernandez's relatives and he didn't have a job.

With help from the Jalisco state police, Ramirez photographed Hernandez holding a Mexican newspaper, collected his fingerprints and copied down his driver's license number.

The information was included in the bail company's Jan. 28, 2011, letter to the L.A. County district attorney. "Aladdin's investigators remain aware of the defendant's whereabouts and can assist in the apprehension of the defendant if Los Angeles County law enforcement authorities wish to commence extradition efforts of the defendant in this case," it said.

It was filed in court, along with the response from the district attorney.

Under California law, a bail company can keep its money if it locates a fugitive abroad and provides the information to prosecutors. On April 5, a judge ruled that Aladdin was off the hook.

But that doesn?t mean people are doing it.

"People are buying connected TVs, but they are not all using them," said Norm Bogen, vice president for digital entertainment at research firm NPD In-Stat.

In fact, according to a survey that In-Stat shared exclusively with TechNewsDaily, only half of all people who own Internet-capable TVs have actually gotten them online.

Instead, they continue to use the set-top box from their cable or satellite company to access live TV or video on demand, said Bogen.

And among people who are connecting their TVs, many features go unused. "I think that people like some aspects of smart TVs," said Paul Gagnon, the director of North America TV research In-Stat's sister company, DisplaySearch.

People use TV for vegging out, he said ? mainly by streaming video. They don't often use features that require them to be active. "Social networking and games ? those are pretty lightly used," he said. "People type on laptops and mobile devices."

DETROIT (AP) ? General Motors earned its largest profit ever in 2011, two years after it nearly collapsed into financial ruin.

Strong sales in the U.S. and China helped the 103-year-old carmaker turn a profit of $7.6 billion, beating its old record of $6.7 billion in 1997 during the pickup truck and SUV boom.

GM is a vastly different company than it was back then. It's smaller and has less debt, and its contract with the United Auto Workers is less costly. But it took a government bailout and a trip through bankruptcy protection in 2009 to cut its bloated costs. The company made record money last year, even though U.S. auto sales were near historic lows at 12.8 million cars and trucks.

But problems surfaced in its latest results. GM lost $700 million before taxes in Europe, and its South American operations lost $100 million. Sales growth slowed in the U.S. in the fourth quarter, even as more Americans bought cars and trucks.

GM's stock price fell 43 cents, or 1.7 percent, to $24.50 in pre-market trading.

The U.S. government still owns 26.5 percent of the company and is waiting for the share price to rise before selling in an effort to recoup the bailout money.

Last year, GM made the bulk of its income in North America, where its pretax profit totaled $7.2 billion. International Operations, which includes Asia, made $1.9 billion before taxes, but that was down.

During the year, GM's global sales rose 7.6 percent to 9.03 million vehicles to help it reclaim the title of world's largest automaker from Toyota Motor Corp.

"We will build on these results as we bring more new cars, crossovers and trucks to market," CEO Daniel Akerson said.

The company wants to keep expenses down by freezing its underfunded U.S. pension plan, and it hinted at factory and job cuts to restore profitability in Europe.

The 2011 profit of $4.58 per share was 62 percent higher than a year earlier. Full-year revenue rose 11 percent to $150 billion.

But GM's fourth-quarter profit fell 8 percent to $468 million, or 28 cents per share. Revenue rose 3 percent to $38 billion. Before one-time items that totaled 21 cents, GM earned 40 cents per share.

Analysts expected earnings of 42 cents on revenue of $37.9 billion.

GM also said Thursday that its 47,500 blue-collar workers in the U.S. will get $7,000 profit-sharing checks in March. The checks are based on North American performance and are a record for the company.

The company has placed Vice Chairman Steve Girsky in charge of the European management board and is adding executives in preparation for restructuring. Factory closures and layoffs are likely but could provoke a fight with powerful labor unions.

Girsky has said GM intends to fix the European unit, made up of the Opel and Vauxhall brands, and keep it in the company. GM came close to selling the unit in 2009.

Harvey backtracks after Twitter war

It seems MC Harvey has sheepishly backtracked on his comments that implied he had had a relationship with Cheryl Cole.

It appears it wasn't a romantic relationship after all, but one of those "communication relationships"... Come again, Harvey??

On February 1, Cole and Harvey had an argument on Twitter after Now magazine published an interview with the So Solid star, in which he implied that he had dated the former X Factor judge.?

Cheryl responded to the claims, tweeting:?"Was this "relationship" happening in your head @harveyofficial ?! Are you smoking something?

"@harveyofficial I think I've met you once maybe twice at public events and With your wife!! (sic)"

Tension has since been building over the past week with lawyers being brought in by both sides. Harvey has now spoken out on Choice FM in a bid to put the story to rest.?

"I did not say I would marry her, I've never been with her. I've never claimed to have a relationship with her. The stuff that you're talking about, i.e. the communication? That is not a lie."

"I put my hands up, I got stitched big time. I will 100% say that we had a communication relationship, but have I been out with her? No I haven't. If I'm saying was there communication with us, yes. For a good 5 months."

The communication Harvey is apparently referring to is an email exchange, which Now magazine's laywer has said is authentic.?

Cheryl Cole, however, has described the incident as "soul-destroying." Tweeting this week, she said:?"I don't know when I became so na?ve but even after 10 yrs in this industry i am still shocked that people will tell soul destroying lies to benefit themselves #sadbuttrue."

LinkedIn's 4Q earnings strong, revenue doubles

SAN FRANCISCO (AP) ? LinkedIn reported a strong fourth quarter as the online professional-networking service added 14 million members. Its net income and revenue beat Wall Street's expectations.

The results announced Thursday provided further evidence of online networking's popularity and moneymaking potential.

LinkedIn Corp.'s performance could help create even more excitement for an upcoming initial public offering of stock from Facebook Inc., which runs the Internet's largest social network. Facebook, which connects far more people than LinkedIn, filed its IPO papers last week, setting the stage for its stock market debut in May or June.

LinkedIn earned $6.9 million, or 6 cents per share, during the final three months of last year. In 2010, the company had income of $1.6 million, or 3 cents per share. It's not directly comparable because LinkedIn's outstanding shares have ballooned since its own IPO in May. Excluding the difference in outstanding shares between the two periods, LinkedIn's net income for the latest quarter increased 30 percent.

If not for certain accounting items unrelated to its ongoing business, LinkedIn said it would have earned 12 cents in the fourth quarter. That figure topped the average estimate of 7 cents per share among analysts polled by FactSet.

Revenue more than doubled from the previous year to nearly $168 million ? about $8 million above analyst estimates.

Management's projections for the first quarter and full year also called for revenue above analyst forecasts.

LinkedIn, which is based in Mountain View, California, ended December with 145 members, up from 131 million in September. Since the end of the year, Linkedin said its membership has surpassed 150 million.

Investors cheered the numbers. LinkedIn's stock surged $5.31, or nearly 7 percent, to $81.70 in extended trading Thursday.

Behavior programs may cut child obesity risk (Reuters)

NEW YORK (Reuters Health) ? Programs that teach parenting skills early on may help prevent obesity in poor U.S. kids, a study published Monday suggests.

Researchers found that two programs aimed at preventing behavior problems in low-income, urban preschoolers also seemed to slash their risk of becoming obese later in childhood.

In one program, called ParentCorps, 24 percent of children were obese by about age eight. That compared with 54 percent of kids in a comparison group that did not go through the program.

The lower obesity risk was a bonus, since neither program actually focused on children's diet, exercise or weight.

And that's different from most efforts that have tried to tackle the problem of childhood obesity, said lead researcher Laurie Miller Brotman, a professor of child and adolescent psychiatry at New York University.

"Most programs are aimed at getting kids to eat less calorie-rich food, exercise more, watch less TV," Brotman told Reuters Health. "And those efforts have, for the most part, failed."

She and her colleagues believe that the programs in the current study worked because they looked at the bigger picture.

"There needs to be a focus on general parenting skills," Brotman said, noting that it may not be enough to tell parents to limit kids' TV time or improve their diets. Many parents need to learn how to effectively do those things.

The findings, reported in the journal Pediatrics, are based on two experiments.

One tested the effects of ParentCorps, a program Brotman and her colleagues have developed for low-income urban families with children at high risk of behavioral problems.

Parents and their preschoolers attend 14 weekly sessions offered during the evening at the child's school. Parents learn, among other things, how to reinforce their children's good behavior and how to discipline them without physical punishment. The kids, meanwhile, play games that teach them social skills and ways to deal with their emotions.

Brotman's team followed 146 children whose families were randomly assigned to either take part in ParentCorps or serve as a "control" group.

By the age of eight, the researchers found, children in the program had less than half the rate of obesity as their control-group peers did.

The second experiment tested another behavioral program called the "Incredible Years." Brotman's team was able to follow only 40 girls from that study (which started off with 99 preschool boys and girls). But the researchers found a similar pattern: 21 percent of girls who took part in the program were obese by about age 10; that rate was 39 percent among girls in the control group.

The reasons for the lower obesity rates are not certain.

But Brotman said that even though the programs didn't focus on kids' diet and exercise, they may have ended up affecting those things by improving general parenting skills.

For instance, parents may have learned not to use food as "reinforcement" for good behavior, Brotman said.

And children may have learned to deal with stress in healthier ways -- like not turning to sweets for comfort.

"These changes in early childhood can really lead to long-term benefits," Brotman said.

The findings were based on two fairly small groups of children, and further studies are needed, according to the researchers.

And if behavioral programs like these are effective, there's the big question of how to get them to the families who can benefit.

Brotman said they are working with New York City's education department to help more schools offer the program. It's delivered by teachers and mental health professionals, so there's the cost of paying them -- and providing dinner for families.

The researchers are also working on making the program adaptable for different settings, like Head Start centers and local welfare programs.

The cost and other logistics of doing that are unclear. But obesity itself -- as well as the behavioral problems the program targets -- carry a big price tag, Brotman pointed out.

"The argument that there would be cost-savings is, I think, pretty compelling," she said.
